Transformasi digital di sektor pemerintahan menuntut pola kerja yang adaptif, kolaboratif, dan efisien. Salah satu pendekatan yang semakin banyak digunakan dalam pengembangan sistem digital adalah metodologi Agile Scrum. Penelitian ini bertujuan untuk menganalisis implementasi Agile Scrum dalam pengembangan startup digital yang didampingi oleh Dinas Koperasi dan UKM Kota Banda Aceh, serta bagaimana metodologi ini dapat membentuk model kerja standar yang mendukung efisiensi proses kerja, transparansi pelaporan, dan kolaborasi lintas fungsi antar tim. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap tim pengembang dan stakeholder terkait. Hasil penelitian menunjukkan bahwa penggunaan Agile Scrum secara konsisten mampu meningkatkan kecepatan iterasi pengembangan, memperjelas alur komunikasi, dan memperkuat akuntabilitas antar peran dalam tim. Selain itu, Scrum juga mendorong terjadinya refleksi berkelanjutan melalui sprint retrospective yang menjadi dasar pembentukan model kerja standar berbasis praktik terbaik. Penelitian ini menyimpulkan bahwa Agile Scrum bukan hanya metodologi teknis, tetapi juga kerangka kerja strategis yang dapat diadopsi oleh instansi pemerintah dalam membina startup digital secara lebih efektif dan terstruktur. Model kerja yang dihasilkan dari penelitian ini dapat dijadikan referensi untuk pengembangan sistem digital di sektor publik lainnya.
